  13.          A few reports and feedback commented that their local
  14. government has no such volunteer program nor does it want one.
  15. That's unfortunate. A wealth of talent is out there ready to
  16. serve for the asking. When it isn't tapped and asked to serve is
  17. sometimes because the government has no one with the time,
  18. interest, and ability to be the program sparkplug. Without that a
  19. program will fail or never get started. On occasion I've spent 1-
  20. 2 days with several jurisdictions around the country to overcome
  21. their natural resistance and start up a program. Recruiting the
  22. right sparkplug keeps the program going.

  24.           Many communications enthusiasts have approached a
  25. government, offered services, and maybe even signed a Memorandum
  26. of Understanding -- only to be told, "Don't call us. We'll call
  27. you."

  29. And that's the end of that. From a distance it's difficult to
  30. assess if it's the jurisdiction's fault, the volunteers' fault,
  31. or both.
